Texas House Bill 8 (HB 8) represents a landmark shift for educators across the state. By introducing a through-year assessment model and prioritizing faster feedback with less disruption to the school year, the state is creating the ideal conditions for a stronger alignment between assessment and instruction.

For many schools, the challenge of rigorous instruction isn’t a lack of effort, but a lack of clarity. When curriculum, assessments, and instruction operate in silos, teachers are forced to bridge the gaps themselves, resulting in inconsistent student experiences. At Friendship Academy of the Arts, leadership recognized that true transformation requires instructional coherence: the alignment of what is taught, how it is measured, and how teachers are supported.

How ISL Uptown Found Coherence and 30% Growth in Math

For the International School of Louisiana (ISL) Uptown campus, language is the foundation of everything. As a K-8 public immersion school, students spend nearly a decade mastering subjects in French or Spanish. However, while the school excelled in language arts, a persistent challenge remained: middle school math.
“I kept seeing around me low middle school math scores,” recalls Dr. Laura Adelman-Cannon, Principal of ISL Uptown. “Whatever success we were replicating on the other side was not getting replicated in math. I felt like I had tried everything”.

Last year, that narrative changed. Through a strategic partnership with the Achievement Network (ANet), ISL Uptown saw a remarkable 30% increase in math scores. The breakthrough wasn’t found in a "silver bullet" resource, but in building instructional coherence across the entire campus.

Ms. Carter is feeling overwhelmed. She knows, from the beginning of year diagnostic she administered, that many of her students’ math knowledge is not yet on grade level. She knows who these students are. And, over the first few months of school, she’s collected heaps of student work and anecdotal evidence to bolster her understanding of where students’ math knowledge soars and where it needs a lot of support. As she sits down to plan her next unit of instruction, all this data and information is swimming around in her brain, staring out from her computer screen, and sitting in organized piles across her desk.

After administering an assessment to their class, a teacher sits down with the data. They see percentages, color-coding, and categories like “on track” and “off track.” Still, despite dedicating a whole planning period to reviewing the data reports full of this information, the teacher is left puzzling over a critical question: “What exactly do my students know and what do they need more support with?”
